Each and every baptized Orthodox Christian must make some effort of active commitment to his Church. Some serve Church by participating in the Church Choir, other assist whenever the Parish sponsors a community activity and others, men and women a like, participate in the life of the Church by serving as members of the Parish Council. Being a member of the Parish Council is truly a responsible task that must be served by an individual committed to our Lord, God and Savior Jesus Christ. The following are the rules and guidelines of the Romanian Orthodox Archdiocese of America pertaining to the election of a Parish Council member:
1. A candidate for Parish Council must be member of the Parish for at least one year immediately preceding the date of the election and lives his or her life and activities in accordance with the Faith and canons of the Church. 2. A new member to the parish may vote in the election if she or he has been enrolled at least six months prior thereto. 3. The Parish Council under the leadership of the Priest shall have the following duties; to attend the divine services regularly and to participate in the Sacramental Life of the Church thereby setting an example for the Parish, to administer the affairs of the Parish in such a manner as to aid the Priest in the fulfillment of the Church, issuing receipts thereof, and by paying the salaries of the Parish personnel, Parish expenses, budgetary grants-in-aid for the Parish education and philanthropic organization and such sums as may be fixed by Clergy-Laity Congress for the support of the Archdiocese, to buy, sell or mortgage Parish property, as herein before provided to submit to the Episcopate at the end of the year a report of the stewardship and to submit annually the Parish budget. To be free from material preoccupation and fully committed to his ministry, the Priest is to be remunerated by the Parish. The remuneration must comply with standards established by the Episcopate Congress. Remuneration shall include the following as established by the Episcopate:
(a) A monthly salary and other remuneration determined by the Parish Assembly; (b) A Parish House or housing allowance including the payment of utilities; (c) Prepaid health and medical coverage for the Priest and his family; (d) Established remuneration in case of illness, accident or other disability shall be continued for a period of at least three (3)months after such disability; (e) The required parish contribution to the Clergy Pension Plan; (f) Payment of at least one –half of the Self- Employment Tax (S.S.) or its counterpart in Canada; (g) Payment of all reasonable expenses incurred in attending Episcopate Congress and Deanery meetings; (h) Provide automobile allowance; (i) Payment of the Priest’s premium for workers compensation coverage.
